Parking alliance has real street value
STAFFORDSHIRE'S district councils have saved time and money by establishing a shared service arrangement with Stoke-on-Trent City Council.
Savings of £875,000 over five years are expected to come from a shared back office for the processing of parking fines handed out by district parking attendants. Development of the single notice-processing function was managed by Staffordshire Connects as part of a complex project which also included the configuration of IT systems; the development of contracts; and the buying of hand-held devices used by the attendants.
The partnership also co-ordinated a clear streets media plan written by the County Council as the authority with legal responsibility for civil parking enforcement (CPE).
East Staffordshire and Staffordshire Moorlands took the service live last October, followed a month later by Newcastle-under-Lyme and Stafford Borough. The remaining four districts will start patrolling the streets early next year. Unlike the Tranche 1 authorities, they will not only use the Stoke-on-Trent back office but also operate a single contract for the enforcement work done by the attendants.
By stamping out illegal parking, CPE is protecting pedestrians, helping the emergency services and supporting the local economy. Once the scheme's running costs have been met, any surplus will be invested in traffic management and road improvements in the district in which the money was raised. The savings for Staffordshire districts arise from the fact that they will not have to introduce new systems for processing parking fines.

Tasty solution to food inspection headache!
STAFFORDSHIRE Connects has worked with partner councils to help meet new requirements for reporting findings from the inspection of food premises.
The Food Standards Agency ruled that all returns must be submitted electronically from March 31 next year. The diktat created an opportunity for Lichfield, East Staffordshire and Tamworth to bring their existing reporting systems up to date.
The partnership threw out a lifeline by using the CRM system to develop a solution which went live last month (May). Managed mainly by Lichfield with contributions from East Staffordshire and Tamworth, the work has seen all food premises loaded into a database with their risk ratings.
The database generates an inspection programme which environmental health officers access from the CRM work queue. When inspections take place, the annual reports are generated automatically.
But the system also schedules the next inspection according to the risk category assigned by the inspector. As the solution sits in the shared CRM system, all partners will be able to benefit from it if they so choose.
