Restructure will bring efficiency

A MAJOR overhaul of Staffordshire Connects looks set to achieve an annual saving of more than £240,000 and help the Programme and Projects Team become self financing inside three years.

The projections underpinned a string of recommendations made by consultancy Excellence in Business and approved by joint committee on Friday, July 25. The consultants also predicted annual efficiency savings of three per cent from 2009/10.

The decisions paved the way for the commissioning of Northgate Kendric Ash as a strategic partner to increase the range of skills on offer to partners. Further capacity will be added by a virtual transformation team drawn from member authorities. The partnership will operate within a commercial model which will make the team self financing in three years.

The annual saving of £240,150 will arise from a restructuring of the Programme and Projects Team and will be ploughed into a "pump prime pot" to be used to fund new projects to enable shared services.

Changes inclue the appointment of an executive director responsible for aligning Staffordshire Connects with partners' shared corporate priorities. Before joining the partnership in July, Julie Seddon was director of customer services at Stoke-on-Trent City Council.

A top priority for Julie will be to achieve three per cent efficiency savings though shared services and process improvement. She is ensuring this happens in ways such as Stoke-on-Trent processing parking fines for all eight districts. Julie is also focusing attention on customer needs by developing plans to buy customer insight software that will enable services to be offered proactively.

Another new post, yet to be filled, is that of business manager. Meanwhile, the post of programme manager, formerly occupied by Dr Tim Chesworth, has been deleted. A further change has been the secondment of communications manager Charles Malkin to Staffordshire Moorlands DC for six months from September 2008. During the secondment, the partnership's communications needs are being met by Charles and other members of the Staffordshire Moorlands team.

Restructuring aside, information security officer Wayne Clarke has left after 18 months to pursue his particular interest in ICT networking.

PARTNERSHIP chairman Matthew Ellis pays tribute to programme manager Dr Tim Chesworth, who left Staffordshire Connects in September 2008 to work as an independent consultant.

"Dr Tim Chesworth has been a driving force since the conception of Staffordshire Connects in 2002. Tim has left us to start his own consultancy business, something that I fully expect will bring him great success. I wish him the very best of luck and thank him for his enormous contribution to the partnership".
